What Labour Won't Do..... Maybe

OK, as Iain Gray has now ripped up the 2007 Labour manifesto, are we now to assume that Labour is not going to:

Give children access to language tuition from Primary three onwards.

or

Introduce 500 extra modern language teachers and teaching assistants.

... in the unlikely event that they hold power in the foreseeable future?
